Swamy attacks CEA; Jaitley jumps to his defence

New Delhi, Jun 22 (PTI) After forcing RBI Governor Raghuram Rajan out, BJP MP Subramanian Swamy today opened a new front, targeting Chief Economic Adviser Arvind Subramanian and demanded his sacking, ruffling feathers in the government and the party.

Finance Minister Arun Jaitley and BJP quickly stepped in to dismiss Swamy’s statement in a bid to douse speculation whether his statement had the backing of anyone in the government or the party.

“Well, the government has full confidence in CEA Arvind Subramanian. His advice to government from time to time has been of great value,” the Finance Minister told a media briefing where questions were asked on Swamy’s statement.

BJP national secretary Shrikant Sharma said the party does not agree with Swamy’s criticism of Subramanian and termed it as “completely his personal opinion”.

Attacking Subaramanian, a former IMF economist who was appointed in October 2014 by the NDA government to the post of CEA in the Finance Ministry, Swamy referred to some of his views on Indian economy he had held during his tenure with the multilateral lending institution.

“Who said to US Cong on 13/3/13 the US should act against India to defend US Pharmaceuticals interests? Arvind Subramanian MoF !! Sack him!!!,” he tweeted.

Swamy’s attack comes in the wake of reports of Arvind Subramanian being among the probable successors of Rajan as the country’s central bank chief.

“Guess who encouraged Congi to become rigid on GST clauses? Jaitley’s economic adviser Arvind Subramanian of Washington DC,” Swamy tweeted, saying he is “helping Jaitely to recognise the enemies in our camp”.

In a series of tweets attacking the chief economic adviser, who is an NRI, he said, “Now PTs (Patriotic Tweeples) can understand why our core economic sectors could not perform last two years. Trojan horses galore in MoF/Fin Institutions.”

“Was AS (Arvind Subramanian) deposing before US Cong Committee against India as a US citizen or Indian? Does any PT know?,” he asked.

The Congress exploited Swamy’s statement to say that his target was not the CEA but Jaitley and asked whether Prime Minister Narendra Modi is handing over Finance Ministry to Swamy.

Former Infosys co-founder T V Mohandas Pai said in the face of Swamy’s attack, people are asking a question “who is running the country.”

“I think it is very important that the Prime Minister and Finance Minister put their foot down where he gets off. If Swamy has got some evidence, got something, then they can talk to the people in the party and decide what they want. Whatever you want to do, do it quietly,” he said. .

PM leaves for Tashkent to attend SCO Summit

New Delhi, June 23 (PTI) Prime Minister Narendra Modi today left for Tashkent where he will attend the SCO Summit and meet some world leaders like the Chinese President with whom the NSG issue will figure prominently in the talks.

In the two-day summit, the Shanghai Cooperation Organisation (SCO) will kick off the process of India’s accession to the grouping as a full-fledged member along with Pakistan.

Prior to his departure, the Prime Minister said India looks forward to fruitful outcome from its engagement at the SCO Summit.

“India is glad to be a member of the SCO & looks forward to fruitful outcomes particularly in the field of economic cooperation through SCO,” he had said.

“A short visit to the heart of Asia. PM @narendramodi departs for Uzbekistan to attend the SCO Summit,” tweeted External Affairs Ministry Spokesperson Vikas Swarup.

Modi had said that India attaches great importance to ties with Central Asia and always seeks to expand economic and people-to-people ties with the region.

The Prime Minister will also have a bilateral meeting with Chinese President Xi Jinping today on the sidelines of the Summit during which he is expected to seek China’s support for India’s bid for NSG membership, which Beijing is opposed to.

Coinciding with the SCO Summit, the two-day annual plenary of the NSG begins today in Seoul during which India’s application for membership of the atomic trading club is set to be deliberated upon.

India’s entry into SCO as a full member will provide it an opportunity to have extended cooperation with member countries in areas of defence, security and counter-terrorism.

Secretary (West) in the Ministry of External Affairs Sujata Mehta had yesterday said, “The process of India’s accession to the SCO will start with a signature on the base document which is called the Memorandum of Obligations.”

Asked whether India will become a full member of the SCO, she said there was a schedule laid down for India to sign more than 30 other documents and it will happen as the year goes by.

ISRO launches record 20 satellites in one go

Sriharikota (AP), Jun 22 (PTI) Setting a record in its space programme, India today successfully launched 20 satellites, including its earth observation Cartosat-2 series, in a single mission on board ISRO’s workhorse PSLV-C34 from the spaceport here.

In a precision launch, PSLV-C34 took off from the second launch pad of Satish Dhawan Space Centre here, about 110 km from Chennai at 9.26 AM and placed the Cartosat-2 Series and 19 others in the designated polar Sun Synchronous Orbit (SSO) about 30 minutes later in clear skies.

The 727.5 kg Cartosat-2 series satellite will provide regular remote sensing services with its panchromatic and multispectral cameras and its imagery will be of multiple use.

Of the 19-satellites, 12 are earth imaging “Dove satellites” of USA and another American satellite. The rest are from Canada (two) and one each from Germany and Indonesia.

Two academic satellites are from Sathyabama University (Sathyabamasat) in Chennai and from College of Engineering (Swayam) at Pune.

Use of Cartosat 2 includes cartographic, urban and rural applications, coastal land use and regulation, utility management like road network monitoring and water distribution.

Also, creation of land use maps, precision study,change detection to bring out geographical and man-made features and various other Land Information System and Geographical Information System applications can be done. It is similar to the earlier Cartosat-2, 2A and 2B.

Prime Minister Narendra Modi congratulated ISRO and described today’s launch as a “monumental” accomplishment.

“20 satellites in a go! @ isro continues to break new barriers. hearty congratulations to our scientists on the monumental accomplishment’, he said on Twitter.

ISRO Chairman A S Kiran Kumar congratulated his team for the successful launch ‘in a record time’ and said “PSLV C-34 has done its job.”

“We have the current generation of earth observation satellite of Cartosat 2 series,” he said, adding ISRO had done a “wonderful job”.

P Kunhikrishnan, Director, SDSC-SHAR, said that it was a major accomplishment by PSLV in its 35th consecutive successful mission.

“PSLV has become a success symbol for ISRO and India.

ISRO is adopting more and more professionalism,” he said.

D Jayakumar, Mission Director,described today’s launch as a major landmark and said that the vehicle performance was “exceedingly well.”

With today’s launch of 20 satellites, PSLV beat its 2008 record when it placed in orbit 10 satellites in a single launch into various Low Earth Orbits .

Xi, Modi to meet on sidelines of SCO summit in Tashkent

Beijing, Jun 22 (PTI) President Xi Jinping and Prime Minister Narendra Modi will meet on the sidelines of the Shanghai Cooperation Organisation (SCO) summit in Tashkent beginning tomorrow during which India is expected to seek China’s support for membership of the NSG.

“We will release relevant information in due course,” Foreign Ministry spokesperson Hua Chunying said on Wednesday.

The spokesperson said the two leaders would be meeting on the sidelines of the SCO summit in the capital city of Uzbekistan.

During his meeting with Xi, Modi is expected to seek China’s support for India’s bid for membership of the Nuclear Suppliers Group, which Beijing is keen on blocking.

Hua, however, refuted perception that China is blocking India’s entry into the NSG.

“With regard to India’s entry into NSG, I would like correct that the word China blocking India’s membership is not proper,” she said.

“The word blocking is not proper. In the NSG agenda we have never seen the topic of non-NPT countries entry. So it does not make sense to say we block the entry,” she said.

“As all of us can see all the countries are concerned about this issue and various issues relating to non-NPT countries entry into the NSG has been discussed through friends of chair presided over by the Chair of the NSG,” she said.

“We hope that relevant discussion will keep going and Chinese side will take constructive part in the discussion,” she said.

Wilful defaulters: IT dept to use powers to arrest, detain

New Delhi, Jun 21 (PTI) Challenged by increasing cases of defaulters who smartly evade paying due taxes, the Income Tax department has asked its officers not to shy away from invoking the rare provisions of arrest, detention and auctioning of attached assets of the accused.

The Central Board of Direct Taxes, in a strategy paper for the current fiscal, has directed the tax department to use this provision, used rarely till now, stated under Section 276C (2) of the IT Act that stipulates action to ensure rigorous imprisonment for a period between three months and three years which may also carry a fine.

The IT department has a designated official to execute these rare powers, called the Tax Recovery Officer (TRO) within its establishment.

“The machinery of the TRO should be strengthened by providing more infrastructure and manpower. The TROs should be further trained specifically for their work in order to increase their effectiveness. In respect of non-compliant defaulters, the provisions of arrest and detention as per the provisions of Rules 73 to 81 of Schedule II should be invoked by the TRO.

“Stringent action can be taken in suitable cases including use of the provision for prosecution under section 276C(2) of the Act,” it said.

The strategy papers act as a guiding light for the taxman for the financial year, in this case 2016-17.

The directives have also asked the supervising authority of the TROs (Principal Commissioner of IT) to “monitor” their work “especially in the area of attachment and sale of property to ensure that the attached properties are sold within one year.”

“The role of a TRO comes at the fag end in a tax evasion case when the demand raised by the department gets converted into wilful default. A TRO executes his power of arrest and detention when there is a chronic default. That is why we see these provisions have been rarely invoked in the past. But now, more action on this front will be undertaken as defaults are becoming a menace now,” an IT official explained.

The instructions also make it clear to the TRO that in case of liquidation of assets there should be “prompt lodging of the claim” with the official liquidator and constant monitoring of the case in order to guard the interest of the revenue or the department.

It has also been directed, as per the strategy paper, that supervisory officers “may instruct” the TRO or the Assessing Officer of a case to monitor cases which are being heard in the Debt Recovery Tribunals (DRTs).

They (TRO) should, it said, consider lodging of claims of outstanding demand in such cases before the DRT.

“At any level of a default case, the department’s interest of getting taxes is supreme and hence the TRO is being directed to pursue the cases upto the level of DRTs too.

Getting revenue and due taxes from an entity is the ultimate aim of the IT department. By using these new strategies, the department also ensures that a strong message goes to all such people that the taxman will not let it go easily,” the official said.

Modi leads second International Yoga Day celebrations

Chandigarh, Jun 21 (PTI) Prime Minister Narendra Modi on Tuesday joined over 30,000 people here for the second International Yoga Day celebrations as he pitched for treating diseases like diabetes through the ancient spiritual discipline

Modi, dressed in a white-coloured t-shirt and trouser along with a scarf, led over 30,000 participants, including defence forces personnel and school children, for the second International Day of Yoga celebrations here at the Capitol Complex amid tight security

The Prime Minister, who arrived here last night, participated in a mass demonstration of ‘Common Yoga Protocol’. A yoga enthusiast himself, he performed yoga ‘asanas’ along with the people at the event

Over 30,000 people from all ages — 10,000 each from Chandigarh, Punjab and Haryana — performed yoga ‘asanas’ on pink and blue coloured mats during the event. Separately, about 10,000 people also performed yoga at over 100 other locations in Chandigarh itself

Earlier addressing the gathering, Modi pitched for treating diabetes through yoga

“I want to request trainers who are associated with yoga, from this public platform. From next year when we celebrate yoga day, in this one year, you continue to do what you do for yoga but focus on one subject and this is my subject — diabetes — Diabetes and yoga,” he said

“All people belonging to the yoga field, whatever knowledge they have, they must continue with the rest of their yoga activities but this (diabetes) must be the main focus,” Modi said

Expressing concern over rising number of patients suffering from diabetes, Modi asked yoga trainers to help in controlling the disease

“In India, patients suffering from diabetes are rising

We might be able to get rid of this disease or not but with the help of yoga, diabetes can be controlled. Can we start a public campaign to suggest measures in yoga to the common man suffering from diabetes

“It will be an achievement if we can help in treating diabetes. From next year, we can take another disease. But I want that for good health, we should address any one disease every year. We should run a public campaign with an aim to address one disease,” he said

Yoga is not only a way to get rid of a disease but it also guarantees wellness. For holistic development of lives, yoga is a great way, he said. .

Rajan’s successor soon, no panel to look for new RBI chief

New Delhi, Jun 20 (PTI) The government will announce the successor of outgoing RBI Governor Raghuram Rajan well in advance and there won’t be any search panel to look for the new chief of the central bank, an official source said.

“It (announcement of new Governor) will happen reasonably in advance. We don’t want unnecessary speculation,” said a top government source, adding that “the process of selection is already on”.

Rajan’s term comes to end on September 4.

The source also said the government will not be setting up a search panel for selection of the new Reserve Bank Governor.

Buffetted by political attacks coupled with unending speculation over his continuance, Rajan on Saturday announced that he would return to academia after expiry of his term on September 4, putting to rest all speculation over the issue.

“…on due reflection, and after consultation with the government, I want to share with you that I will be returning to academia when my term as Governor ends on September 4, 2016,” Rajan had said in a message to the RBI staff.

Soon after the announcement, Finance Minister Arun Jaitley in a Facebook post lauded Rajan saying the government appreciated the “good work” done by him.

“Dr Raghuram Rajan has announced his intention to go back to academics at the end of his current assignment. The government appreciates the good work done by him and respects his decision,” he had said, adding a decision on his successor would be announced shortly.

Stocks and rupee on Monday took an early morning plunge on Rajan’s no to a second term, but soon recouped their losses on hectic buying by some institutions and soothing voices from rating agency Fitch and some prominent marketmen while fading Brexit worry helped too.

Teresa part of a conspiracy for ‘Christianisation’ of India: Adityanath

Basti (UP), Jun 20 (PTI) In a controversial remark, BJP MP Yogi Adityanath has said Nobel Laureate Mother Teresa was part of a “conspiracy for Christianisation of India”.

“Teresa was part of a conspiracy for Christianisation of India. Incidents of Christianisation had led to separatist movements in parts of North-East, including Arunachal Pradesh, Tripura, Meghalaya and Nagaland,” the Gorakhpur MP said.

Addressing a Ram Katha programme here on Saturday, he said, “You all are unaware of the situation in NE. You should visit there to see the real situation.”

Last year, RSS chief Mohan Bhagwat had in a similar comment said Mother Teresa’s service to the poor was aimed at converting them to Christianity.

On the issue of Ram temple in Ayodhya, Adityanath said no one can stop it from being constructed.

“When they could not stop kar sewaks from demolishing the Babri mosque, how will they be able to stop us from carrying out construction,” he said.

On alleged exodus of Hindus from Kairana, he said they were forced to leave Pakistan, Bangladesh and Afghanistan and at that time no one raised the issue of “intolerance”.

“Exodus of Hindus from Kairana is a result of pseudo- secularism and appeasement policies pursued by different governments in Uttar Pradesh…Because of this, the population of Hindus which was once 68 per cent has come down to 8 per cent (in Kairana),” he alleged.

India, UAE to set up parliamentary panel to enhance ties

Dubai, Jun 19 (PTI) Seeking to boost the growing bilateral strategic ties, India and the UAE will set up a joint panel of parliamentarians to enhance relations and facilitate their visits to promote cooperation to tackle security issues and challenges facing the region.

A decision was taken in this regard during a meeting between first woman speaker of UAE’s Federal National Council (FNC) Amal Abdullah Al-Qubaisi and the Indian ambassador here T P Seetharam yesterday.

During the meeting, Al-Qubaisi stressed the importance of activating parliamentary relations between FNC and Indian parliament by establishing a friendly Emirati-Indian parliamentary committee, and by prompting parliamentary visits between the two sides, state-run WAM news agency reported.

Al Qubaisi said it was important that the two countries strengthen relations in all fields and achieve the required communication for parliamentary diplomacy, as well as to unify their visions and positions on various issues as part of their important roles in addressing issues of security and stability and the challenges facing the region.

The two sides stressed the importance of consultation and coordination between FNC and Indian parliament delegations during their participation in the Inter-Parliamentary Union in order to unify positions and views on various issues of interest to both countries and peoples.

They also agreed to prepare a draft Memorandum of Understanding (MoU) for the establishment of the parliamentary committee, and highlighted existing areas of cooperation in various political, economic, cultural and investment sectors.

Al Qubaisi and Seetharam stressed that bilateral relations have reached a higher level of strategic partnership following the momentous visit by Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, in February to India, the report said.

She said India has a deep-rooted democracy in the world and serves as a model for a constitution based on democracy, pluralism, and women’s political participation.

Al Qubaisi also paid tribute to the important role played by the Indian parliament locally and internationally in serving the people of India.

Prime Minister Narendra Modi visited the UAE in August last year, during which the two countries elevated their ties to a comprehensive strategic partnership.

India and the UAE agreed to boost bilateral cooperation in counter-terrorism operations, intelligence-sharing and capacity building during Modi’s visit.

UK not yet approached for extradition of Mallya, Lalit: Sushma

New Delhi, Jun 19(PTI)India has not yet approached the UK for extradition of liquor baron Vijay Mallya and former IPL boss Lalit Modi, wanted by Indian investigators in multiple cases, External Affairs Minister Sushma Swaraj said today, as the ED is still to provide required documents to her ministry.

Swaraj said that in the case of Mallya the Enforcement Directorate(ED) had sent her Ministry the extradition request but certain changes were suggested and the probe agency was yet to respond. With regard to Lalit Modi’s case, she said the ED has not sent the required documents.

“When we get requests for extradition in both the cases, we will send them (to the UK),” Swaraj told a press conference. She said the previous UPA government had only sought deportation procedings against Modi and it was only NDA government which was seeking his extradition.

Both Mallya and Modi are wanted by the ED in its money laundering probe and the agency has also sought a global arrest warrant against them from the Interpol.

On the controversy over Indian High Commissioner in UK Navtej Sarna attending an book launch event where Mallya was also spotted in the audience, Swaraj said the envoy was “not at fault at all.”

The Minister said neither event organiser London School of Economics(LSE) nor the Indian High Commission had invited Mallya for the event where a book by socialite Suhel Seth was launched.

“If Suhel Seth invites someone then the High Commissioner did not know that. There were two kinds of invitation that were sent. The first was for launch of book and the other by the High Commissioner for reception.

“The first invite was sent by LSE. LSE has formally written a letter to us and said that they did not send invite to him (Mallya) but it is also true that there was an open invitation too because they (LSE) had to fill a hall of 400 people and students go on vacation in summers. Hence, through the open invite anyone could come,” she said.

Swaraj added that the HC’s reception invite too did not go to Mallya.

“There was no authorised invite by LSE to him (Mallya) nor any from the High Commissioner. You also know that as soon as the HC (Sarna) saw that Mallya is present there, he left in five minutes.

“I don’t understand then why this is being made an issue.

When we see the invitees list and the conduct of HC then this issue does not remain,” she said.

Television news channels had showed pictures of Sarna and Mallya in the hall where the event was held and questions were raised over the presence of the High Commissioner at an event where a personality wanted by enforcement agencies in India was also present.
